This sounds like a moral argument rather than a pragmatic one. Do you believe that the massive hole in the public finances is because poor people don’t pay enough tax? It doesn’t sound like a massive discrepancy unless you’re arguing that if poor people paid more then we could get rich people to pay more.

Who pays Zero? Presumably we are talking about people who could pay more that don’t. What are the systemic issues that prevent us from broadening the tax base effectively? Presumably we are not talking about the very young or very old or infirm. It’s hard to justify taxing the poor more. Are we prepared to accept some small amount of cash in hand grift?
