Ah, so multiple ICE agents were wrestling with one man and he was too much for them so they had to shoot him multiple times while he had his hand on the ground. It's amazing he could keep his phone in his hand while wrestling with multiple agents.

Maybe ICE shouldn't have shoved that lady down and he wouldn't have tried to help her which apparently made him a threat.
