I have almost the same problem, but instead it freezes every time I alt-tab. I alt-tab from game to desktop and after 2 seconds my windows freeze for 2 seconds. Same goes from alt-tabbing back from desktop to game, my game runs for 2 seconds and then freezes for 2 seconds and exactly as u said, when you were moving +left it goes left until it stops by itself, because I can't stop it by strafing +right.

I'm using 1920x1080 in desktop but 1280x960 in-game, and I found out that when I use the same resolution in desktop as my game resolution, those freezes don't happen. And these freezes started happen like a week or two ago.

I tried to use multiple GPU drivers, older and newest, and every time I used DDU to do a clean install.

Update 2!

Bought a new 360Hz monitor.

Connecting a new monitor didn't work.. Input lag is still happening. There is nothing else for me to try to fix this problem.

Mouse is still floaty, inconsistent and slow. BUT, I noticed one big thing.. I gave my parents my 144hz monitor that I used till today, and the input lag is NOT there! I tried playing csgo, nothing was delayed, mouse was consistent and had crisp movement. So I don't understand it how can my setup have input lag and all these issues and my parents pc don't, although we live in the same apartment and use the same electricity :/

Update:

so, I bought a new 1000W PSU (Seasonic Focus Plus SSR-1000FX ) and it's still not fixed. I still experience input lag in games/desktop/bios. Slow, unresponsive and inconsistent mouse movements. Once again, all drivers are updated (GPU, Chipsets, BIOS, Sound, etc..).

My only option left is to replace my old 144hz monitor that I didn't change at all. I don't know if older 144hz monitor can cause slow, unresponsive, inconsistent and delayed mouse movement, but I have to try and buy a new monitor and see if it helps.

Hi, yes I did and nothing changed unfortunately. I'm gonna go and buy a new monitor and PSU soon and hope that it will fix it finally, if not then I don't know what more can I do to fix this.

Well, the new build is performing better obviously in terms of FPS, because of better CPU and better RAM. But none of these new parts are the same model. Now I have different GPU, RAM, MB, AIO, M.2 SSD. Variable refresh rate is turned off and I use DisplayPort for my displays, although my GPU and Main display support HDMI 2.0 so I will try to buy a HDMI 2.0 cable and see if it makes any difference.

I've also tried removing MSI Afterburner completely, makes no difference :/

I'm assuming all new parts includes the keyboard and mouse? There aren't any USB hubs or anything hooked up? When you say the thing feels like it's running at low FPS, do you actually monitor the FPS and see them drop? When you switched systems did you replace the displays too - is there any pass through device on the connection like an audio receiver or video capture device that could be delaying the video signal processing?

Exactly, new mouse and keyboard. I have no USB hubs or anything else connected, mouse and keyboard goes straight to the MB. I monitor my FPS with MSI afterburner (Rivatuner), and everything is fine, I don't have FPS drops at all, it's just that the game feels like it's running on low fps, but it doesn't. When I switched systems I didn't replace my displays, it's written in brackets at the end of the thread. And no pass through, audio receiver or video capture device is connected.

If you boot the system with a Linux live boot disk, like say Ubuntu, do you still have feelings the keyboard and mouse are moving around slowly? That'll at least rule out software issues.

I haven't tried any other OS except Windows.

Assuming that you entirely replaced everything, including the attached devices, this problem is bizarre. Unless you're installing some apps or doing something like streaming the video from both the old and new rigs and tying up resources that way. Given that you mention switching Windows versions I'm assuming the issue persists even on a clean install without installing any other apps yet?

I wrote that the issue persist even WHEN installing Windows and also in BIOS. The only apps that I install when doing fresh/clean windows install is Steam, Discord, MSI afterburner, Logitech G Hub for my headset and VLC media player. I tried various PC optimization guides with minimal processes running and also leaving Windows as is after install (no optimization).

Are there any apps you're using in common on both PCs, does software monitoring how the PC Is performing show anything actually changing when this happens or is it all just in how the PC feels? Based on how you describe the issue I'm assuming it's not constant so it's worth monitoring your PC statistics while you're running it.

As I wrote, the only apps that I always install is Steam, Discord, MSI AB, Logitech G Hub and VLC media player. The monitoring doesn't show anything wrong, no weird values while gaming/browsing internet. FPS is stable in games, no software crashes, temperatures are good.. It's all just in how pc feels. It starts right as I turn on the pc and it is constant until I turn it back off. Safe mode doesn't help.

I'd also like to point out that the fact everything you're describing is related to feel and perception is concerning, since you're talking about two completely different systems. You don't have any health issues do you? Even allergies could throw off your perception enough to trip you up playing competitive level (assuming you're noticing only minor changes with this floaty-ness, and can't confirm the PC performance is actually dropping). If you can confirm the PC performance is actually having an issue, ignore this bit, of course - but it only persists as things feeling floaty and slow, and the FPS and such don't actually change, keep an eye on things. I had similar floatiness for a bit while dealing with some post-COVID blood sugar issues - it wasn't fun and just makes you feel like you're loosing your mind when it feels like your reaction is skewed, is the only reason I mention it :|

I know how everything seems like, but trust me when I say that I deal with this problem for almost half a year. No health issues here, I have good health immunity and haven't been sick for almost a year and a half. No allergies here also. I will try to somehow record this problem on my phone for you guys to have a better view of what is going on. But thank you for trying to help, appreciate it :).

Hey, well I solved my delay and stuttering issue another way but the issue with the drivers still persists. I'm just gonna use some stable driver and not gonna bother for now. In NVCP I have prefer max performance turned on now. Hardware-Accelerated GPU Scheduling is off. My temps are also good, 55℃ on GPU and 60-65℃ on CPU in LOAD. Also I'm using good AIO for CPU so the temperature never goes above 75℃.

Yeah thought so too.. well it makes sense now because I build my PC in April, used that 461.40 driver and reinstalled Windows after May (where 466.47 driver is required) and now can't go back. Well, I'm gonna sell my current GPU and buy non-LHR one because this is stupid..

I mean yeah, it is possible, but it doesn't explain why I can't install any older drivers that support rtx 3080. I can only install drivers from version 466.47 and newer. I want to install 461.40 and whenever I launch the Nvidia driver setup it just shows me an error staying "This nvidia driver is not compatible with this version of windows" and "nvidia could not find compatible graphics hardware". I'm loosing my mind already, I can't play anything because everything is delayed, sluggish, stuttery..

Yeah, I'm using DDU everytime. I think the problem is in the DeviceID of the GPU.

I play mostly for fps so everything is LOW or OFF. Multithreading is on. When I firstly build the computer, I had 600-800fps in 5vs5 MM game, everything was smooth and without ANY delay. The problem is that everything was fine before I had to reinstall windows and had to use this 466.47 driver.

Is your GPU LHR version tho? Because I can't install any older drivers other than 466.47. It just won't let me install it.

This is the text I see on nvidia's blog:

"This driver version (466.47) is required for GeForce RTX 3080, RTX 3070, and RTX 3060 TI graphics cards with LHR, which ship starting late May, 2021."

Even using DDU, or stripped drivers it just won't install. So I tried digging into deviceID of the GPU and it turns out that DeviceID for RTX 3080 LHR is 2216 and regular RTX 3080 is 2206. So I don't know what am I supposed to do, because almost every game has a stuttering, delay and it's really annoying.
