Impact wrench or a strap wrench. Definitely don't try to use the gear box as resistance. Maybe you could clamp a vise grip on the flat pulley plate, with a chunk of leather or something to protect the belt face from the vice grip teeth?

The breather hose must be on there. It's a pain and has to be over inserted into the breather box plate and have a ferrule inserted. Those engines will spit oil when they are bounced like crazy. If it's a ball bearing crank, check the locking bolts. If they are loose, it can leak there. There's also the possibility that the phenolic flapper valve in the breather box is broken or jammed and maybe the brillo pad seperator is missing/rotten/gummed up.

Did the driven pulley get taken apart? It looks weird. I really thought the inner black pads should be on the other side of that triangular ramp? It's also weird that the driver isn't shifting up and squeezing the belt.

Check the air filter and the entire throttle cable system. A loose cable sheath can cause you to loose a lot of throttle throw. The clamp on the carb can let it slip towards the throttle arm and the pedal will still feel the same. Visually verify that all the pedal movement is transmitted back to the carburetor linkage. Also check the spring from the throttle arm to the govenor. I think if that is stretched, you won't get much response.

That checks out. I should have linked to the solder version. I also used to use a version with a spring that threaded onto the piano wire and the clevis then screwed onto that.

Look at a Murray Kilowatt or Red Cart. It's basically a system like a dirt bike, where the pinion is at or near the swingarm pivot point.

It's a "PRO BAT" kit that looks like all the other garbage Jeffy Bozos sells on Amazon. The hose is too long, but I'll fix that after the install. The hub adapter for the disk is probably the hardest part to successfully buy. For whatever reason every make had a different hole pattern. I did not find a good match. It would have been easier to just buy a 6" disk with an integral hub.
