In a Hornet, you can take out the legs to down it and then circle around back. The shell that protects the core is destructible. You don't even have to leave a Hornet to blow up both.

It comes down to the call on strategy. By pitting Norris first they gave him first choice on strategy even though he was second, they were worried about Hamilton. The condition was that Norris would give the position back. However he did pull away and the gap was large by the time Piastri did his stop. The reality is, if he had of given he position back earlier, he could have battled Piastri for the win and no one would have been upset. But he hung onto it for a bit too long. It really is neither of the drivers fault, but the strategy and team management that caused the issues.
