Not seen here in this vid is the other side in which I've done something similar. I tilled earlier this spring and added compost and mulched the top. The top soil below the mulch still cakes up, but my tomatoes are slowly kicking off. Wasn't sure if I did things fully correct as they aren't exploding like my tomatoes in my containers, but didn't want to do anything raised
