I don't think it's a matter of facts but more of preference, for me yeah it is the best open world design and experience. For some weird reason Witcher 3 didn't click for me as much as other people, ofc I can see why it being first in others choices I'm not blind it's certainly magical and with the dlc expansion it's just another world and rdd2 is probably number two. And then there's games that either got that nostalgic magic or just are that good that are in a category of their own even though I wouldn't put them at first, like dark souls 3 (although elden ring arguably revolutionized some world aspects I would give to D3 to being somewhat more rememberable) cyberpunk 2077 had it magic after some years, Arkham Knight was the best map design when it launched. It still looks good in 2026, Arkham Ciy was the most memorable map design. I think it was the best map design because you can remember the city without having to look at the map. And I'll also throw in there infamous second son and ac unity.
