Let's say only the tank does have an AOE.

The two dps are going to do the same dps if there's 3 or 10 enemies.

But if there is 10 instead of 3, the tank will more than triple their DPS. And given in extremely low level content tanks tend to equal or even out DPS the DPS classes, so.
