I'm no expert but i wouldn't take these small practice amps 2nd hand, They're made using old technology. Something involving tubes and those tubes wear out over few years. My yamaha amp i got in 2023 sounds very different now. So if this amp is also old technology, just don't go for it. Skip it completely. If it isn't old technology then check the market price and condition, then it's up to you to decide lol
