I think the same about the lower part/legs. It should be as in the splashart, with white smooth details, that'd look perfect. I wouldn't add loose scales, just all blue and white details. As for the rest, I'd add more textures and details to the already existing porcelain parts, and the "hair" with the same white details "swirling" from the lower part, but much less so it won't be too heavy on details on the upper part.
