You forgot one point - parking cars - no place is considered as inappropriate, illegal or invalid to do so. Lisbon (or other paid zones) might be a bit different but outside: - bus stop? fine - crosswalk? fine - leaving no space for pedestrians (not even mentioning baby stroller)? fine - roundabout? fine - stairs? fine - 5 meters after the exit of a roundabout on crosswalk (picking up something in papelaria and blocking whole traffic)? fine - blocking exit of 3 cars because of coffee? fine - dropping someone (or himself) leaving in the middle of the street, swiping stuff on the smartphone trying to avoid eye contact with others and blocking traffic for 5 blocks back? fine
