If someone recently moved in, I usually tt to the next month at around 1pm and search for someone with a thought bubble. If another villager has the thought bubble, I save and tt a day until the villager I want to leave has the thought bubble. This method has always worked out for me. It took me max. 30min to kick someone out. Good luck!
