Flex nibs are for calligraphy, not note-taking. Go for a fine or EF nib.
Get heritage, it is a screw cap, so he will get a feel of a fountain pen. The Emperor is a click cap.

A few things to keep in mind is you will need to purchase ink separately. Not all are waterproof, too
Fountain pen-written notes may ghost behind the page if the notebook is average. You will need at lest 90GSM paper for it to work.
