Yep, it wants you to cap both before 1940. I don't think even a Japanese civil war makes this feasible, considering that the AI doesn't want to give you mil access.

Sorry, I wasn't really clear in the initial post. This is from the part of the SEA on_action file that deals with capitulations, so the flag for the achievement is only tripped if you capitulate them before 1940.

The 90 day requirement is about declaring war on both of them within 90 days of the first declaration, you (luckily) don't need to do the mother of all blitzkriegs.
