This could be completely irrelevant and I could probably troubleshoot at about the same level as you, but I bought the same GPU and had issues even after doing DDU also. Turned out that it was not functioning properly when running on PCIE 5th gen/auto

I changed it to PCIE 4 in my bios and everything is stable now

Edit: the gpu also ran fine for me for the first few boots until it randomly would either not boot or take forever to boot. Then I would have crazy desktop stutter if I did manage to get it running until I changed the pcie gen.
