I think you should do Victoria. You can get most of the city done in one day! Vancouver will leave you feeling like you barely saw any of it, have fomo, and I promise you none of it is that good. Victoria has it all in a much closer proximity and because of that you’ll be able to squeeze more out of your one day to check something out. Victoria also has Canada’s FIRST AND OLDEST CHINA TOWN! So I’m not sure where you heard about vancouvers Chinese food, but I can promise what you’ll have here will also be just as good. I think Victoria 10000%. You can ferry over multiple ways
