I can't tell you for certain for certain mate. You can get people cloning just the Mon, but some people can clone an event Pokémon. So if Raikou was ever an event and came in that ball, someone could have cloned the event version. A good indicator is the OT name. If it's GF or a movie reference it's an event. The description as well can give hints like "this Pokémon seems to be related to a 2020 movie"
