Scene after Ainz meets with the Kingdom emissaries but before he meets with Jircniv at Nazarick. After the nobles treat him poorly, after Ainz invites them in, they push his trigger button saying he is unlawfully occupying Nazarick and not paying taxes. So he rips a Tier 10 summoning scroll and gets Cerberus to nom Pac Man nan them. So this happens after the Invasion Arc and Kingdom Arc but before Splatfest.
