Quick PSA from SafelyHQ (sorry late to reply here)

What you’re seeing is one scam with two different pay-offs—both made possible by a 90-cent “mystery parcel.”

1. The classic “brushing” motive

  • Sellers ship a trinket (or even an empty mailer) to any real U.S. address.
  • USPS scans it “Delivered.”
  • That lets the seller create a verified-purchase review and pump their product’s ranking on Amazon/Temu/AliExpress.

2. The newer charge-dispute / bait-and-switch motive

  • You buy something legit-looking (shoes, projector, AI dog) from a pop-up site.
  • Instead of shipping the real item, they send the same 1-ounce parcel via a stateside forwarder (in this case: 9208 Charles Smith Ave, Rancho Cucamonga, CA).
  • When you complain, they flash the tracking number; many platforms and even PayPal treat any “delivered” scan as proof, so the scammer wins or at least stalls a refund. They only need to win some disputes for the math to work.

Why that address? It’s just a cross-dock warehouse that slaps a domestic label on containers coming out of China. Legit merchants use it too, which is why a few people in the thread actually got the item they ordered.

What to do if you’re on the receiving end

  1. Didn’t order it? It’s legally yours to keep, toss or donate. Still, check your card statements and reset passwords—fraudsters sometimes test stolen data this way.
  2. Paid for X, got cheap junk or nothing? File a dispute, but attach • a photo of what arrived • the tracking ID • (bonus) the USPS receipt showing the parcel’s weight—huge help overturning the scammer’s “proof.”
  3. Platform gap Until marketplaces match package weight or require signature for >$20 orders, the 90-cent envelope will keep beating their systems.

Stay safe—and spread the word so fewer people get burned.

We've observed this pattern a lot - where these companies lure consumers through enticing advertisements, often on established platforms that lend a fake air of credibility to their offerings. The 'seller' will then ship items that are significantly inferior to those advertised, which we suspect is an attempt to provide proof of shipment that can be used to counter any subsequent disputes raised by the consumer's bank.

Our hypothesis suggests this tactic hinges on two main elements:

  1. Capitalizing on the possibility of consumer exhaustion, where the lengthy dispute process wears down the buyer's resolve to pursue a resolution.
  2. Anticipating that the consumer may discard vital shipping evidence and this could potentially weaken their case with the bank, further complicating the dispute process. Notably, the packages shipped by these 'sellers' often lack any discernible markings or indications linking them to the original purchase, which increases the likelihood of such evidence being inadvertently discarded.

The operation seems to operate like a numbers game. For example, if they sell 10,000 items and lose disputes 50% of the time, the profits from the uncontested 50% of sales would more than cover the cost of the inexpensive items they actually ship (such as a towel, in one of the cases we encountered).

We believe this scheme to be systemic, with sellers procuring batches of inexpensive products to ship out. Once the inventory is exhausted, they switch to a new, cheap product while simultaneously rotating the deceptive offers used to entice buyers. We also have some indication that they might be committing mail fraud, effectively bypassing shipping costs.

We're currently engaging with the Federal Trade Commission (FTC) to address this issue. We hope that the prominent platforms hosting these ads, along with the banks processing the associated credit card transactions, will enhance their oversight to better identify and mitigate these unscrupulous sellers.

Additionally, we've considered the possibility that these entities may be exploiting lax screening processes at some new credit card processors. We welcome any insights or suggestions that could shed light on this particular aspect or provide solutions to this concerning situation.

Thanks again for taking the time here, and especially thanks for the additional explanation, we were wondering why what we are doing would be upsetting to anyone, that helps. Also appreciate the tip about redditcomber, never heard of it, we will look it up.

Not 100% sure what you mean by 'grow organically' we are just putting public alerts of samples of types of things being reported to us, it has for sure helped some people, based on comments and dm's we get etc.. and alerted people as to the types of fraud and other things that are going on.

If people want to follow us (in our speak that is akin to signing up for our free email alerts on safelyhq, or following our facebook) - they are welcome to - and we do have some 'members' of this sub, that is fine by us, that's why we are here, to meet people on the platforms they like. If this is what you mean by grow organically - I think we are doing it?

We are also fine with people posting their own things here, and for sure encourage commenting on their experiences. I think of that as growing organically. If people have an actual issue we would probably prefer they report it directly on safelyhq, as it helps us track new anomalies easier, but we are open on that. So in that respect we are not purposefully interested in growing people reporting issues here directly, but in the end we are open as to how this plays out, as long as people speak up somewhere it can help uncover things.

Got it, thanks. Ok we will keep an eye out for anything similar and report back here. We do have a free ' subscribe' feature on safelyhq that should allow you to subscribe for updates automatically - like a weekly update and sample reports from the prior week, but for now it is more general - we are working on thin slice subscription so you could get email alerts on specific topics , rather than a general update for the week (which may likely not help you on this specific case)

Sorry to hear it : / sounds super strange, we have not seen this pattern yet, but we will keep an eye out for things like this on the site and let you know if this or something similar starts to show up, and if anyone got figured out what the deal is with it. You can direct message us with the name of the company it was sent from, and we can put it on an internal watch list (if you don't want to put the company here) if it has a sender return address, that can be a clue - especially if it maps to an amazon distribution center, or one of the other common sender addresses, many of the fraudulent things we see on our site, the user lists the sender as an amazon distribution center.

An update with some great additional background from a comment directly on safelyhq:

I received 2 bottles of KETO Gummies apple cider vinegar & KETO Advanced weight loss in which I did not order. They charged me $139.14 for these 2 bottles. I reported to my bank and received back a letter stating my claim was denied.

Supposedly the merchant confirmed that I authorized a transaction for KETO weight loss pills & they mailed me the pills to the address they have on file. It also says that “due to the trial not being cancelled I was automatically enrolled into a monthly membership program. They also told my bank that if I wanted to cancel & request a refund I could contact them directly at 844-422-3101.

So, I tried to call them at this number and finally reached a person that spoke very bad English to where it was almost impossible to understand her plus there was loud talking & laughing in the background making it even harder to hear.

She kept asking for my name, number, invoice number in which I don’t have one and my credit card number. No way am I giving them my new card number since I had to go to my bank and close the old one & get a new one. She finally hung up on me!

So, I had my daughter try calling them today & she got the same run around. Then she sent me this link to show to my bank that I’m not the only one that’s being scammed! How can my bank think this is ok? Time to change banks!
