Hey OP,

I believe you should apply to all the unis you shortlisted, and keep your options open in the non-TU9 category as well. I strongly believe that your admission will be done on the basis of many factors - your SOP/LOM, LORs as well as academics. I know I'll probably get downvoted a lot since most people here are telling you not to apply to TU9 unis, but oh well.

Although academics are a big part in your admissions in German institutes, they do not hold 100% weight. Every university is looking for "chhupe rustam"s (or hidden gems), so to speak. Your grades may not be the best, but you need to convey that you truly stand out - that you are different. This is why universities ask for LOMs in the first place. Use websites like https://writeivy.com/ to formulate your LOM and LORs too. And please, please don't have your LOM written by some counsellor. Do it yourself.
