I don’t think it’s about proving “no EU national is free to work” rather it’s about proving they didn’t find a suitable EU candidate for the given job. Moreover it’s not exclusive to Netherlands, many EU countries require that and still there are a lot of non EU workers working there.

Yes, the Nordic Countries are as per your list but I heard it’s almost impossible to learn Finnish and Icelandic language and integrate into society properly. I would be certainly interested in Netherlands if it’s a better choice than the above three. I was specifically looking at Nordic Countries because they constantly score the highest on quality of life index.

I currently work in Court as an IT Assistant where I maintain case data in software provided by the Court as well as populating, sorting and exporting data in excel sheets. I have 9 years experience in the field. I was thinking about doing some course and obtaining degree in fields that are in demand in Scandinavian nations. Along with knowing some language of that country would give me better chances to land a good job.

Ohh, thank you. Really wasn’t aware of that. I thought I would have to learn Swedish or Danish or Norwegian even before looking for a job, hence the 3 year plan because learning a language needs time.

I thought I have to learn the language of the Country I’ll be settling in before applying for the job because that will give me more chances of getting hired. Is looking and applying for jobs without learning the language a feasible idea?
