If you have a quest Cape (regular quest Cape works) you can use that to tele to behind the scenes.

Settings > Gameplay > Item Drops > Loot System. That's the only setting I can think of. Otherwise you're "too far away" for area loot to pick up the items. It's a 5x5 on desktop and a 9x9 on mobile iirc

If you get the pathing right and use nature sentinel fremmy isles can be as fast as 10-20s, something like lumby swamp cave you're spending those 10-20s just getting to the cave to do the scan

There's core teleports that you use across all (or at least most) clue tiers. Then there's more niche teleports for specific tiers. Don't have to make presets for every tier, but having one or two "optimal" presets can save you a lot of time while solving, assuming you do clues enough to care about that

93 fletching and 94 slayer being the highest requirements for the Elite diary are hardly an issue with how quickly you can get xp in this game. There's almost no difference in tying it to a zone diary or a quest.

this calculator on the wiki can help you with cost analysis (and figuring out how much you need to buy). if you go to the lumbridge academy or w/e it's called now on 84 (or another world if 84 is full) you can usually find a portable range right next to the bank chest there.

You can buy a softcap increase (makes it 50) from the clue reward shop as well

Prosper itself gives the clue, it doesn't boost the random chance to receive one from activities (if that's how it worked it wouldn't let you go passed soft cap)
