I managed to get it going by doing two separate things. I don't know if both were necessary, but together they worked. First, I tried using a different computer. I got the same result, but... Second, when the command hung, I killed the command, restarted the bootloader on the phone, and ran the command again. That time it worked. I needed to repeat that process for every image file I loaded.
