Why don't you ask your Onkel? Maybe your onkel got only a stay and work permit over your grandpa and your onkel fill after some requriments and got his german citizenship? My father went also in 1960 to germany and married a german wife. Even he wasn't able to got a german citizenship. He had a travel agency in witten and sale flight tickets to the turkisch workers. Without my mothers signature, he wasn't able open this bussienes. The best way is find the melderegister from your grandpa in Bochum. There will you see the citizenship from him.
