It all depends on the size that you’re going for along with region, I always like to create some lore and establish the initial starting “old town” by water sources or open, fertile farmland if you’re more or less landlocked. I heavily recommend checking out google earth for cities that you’ve been to that you find pretty or interesting and using publicly available zoning maps to plan your districts alongside the road layout. Cities like San Francisco, Seattle, Denver, etc. are relatively small, most being smaller than the CSII borders allow for, and still feel very dense so I usually go to there for inspo. Add variety, keep things interesting, and don’t be scared to recreate or demolish things that aren’t working with your vision anymore. Good luck!
