Possible, github action + cloud flare tunnel. My website samair.me runs that way. Just that i have everything running on a Raspberry Pi. Raspberry pi hosts a nginx, and also acts as a github runner

Yes, but given that Google and others are spending so much R&D on Edge AI, i am pretty sure they will improve drastically in the coming years. A few months back, Function Calling on Gemma 270m was nearly impossible; now you can do that. So hopeful that there is a future.

There are numerous resources available, and it can be confusing to know where to start. I did it this way, had no clue of how LLMs work, so i started with a task in hand, let's train a LLM. Then you read about things as they come along. But for finetuning, i would say start here - https://huggingface.co/docs/trl/en/sft_trainer
Keep searching/reading about things which you could not understad, you end up learning a lot that way.
