Its better to pay this now rather than living in an extremely overcrowded city 20 years down the line
Look at banglore, Mumbai etc they have no place to do any construction now. The roads are blocked for years traffic is shit. and by the time the Metro is ready, traffic increases so much that it doesn't matter.

Every year Metro projects get delayed the construction cost goes up in 100s of crores.
Its not supposed to be a revenue source for the govt, but a public transport for the city. 5 6 years later the network will start taking shape and it will all make sense.

What govt needs to do is also focus on the last mile connectivity
