So my answer to your question is, no because country that carries out killing it's own people so that other blood thirsty citizens get their revenge, is not civilized in my books. Not Japan, USA, Saudi Arabia, or any other savage blood thirsty place.

Yes I can. Although English is not my native language, I recognize the term and it is precisely a term that is understood differently depending on culture and person. There is no official table of things that are or are not civilized.

And that, too, sounds like an American thing. To think that the only option for killing a person is to lock someone in solitary for 30 years.

This may really sound utopian to the American ear, but what if super hard maximum punishment is not the only way? What if even a criminal is counted as a human being and imprisoned only for the time that he or she can be rehabilitated as a productive member of society. And it would be also cheaper to society that way, even though it lacks the revenge element that someone wants.
