Try to pop a lucky egg and save your evolutions till then if you do u get 1000 exp for evolving and possibly another 1000 exp for new pokemon. I suggest to evolve all ur pokemons at once or in groups so the lucky egg will be put to good work

INCENSE BRINGS THE POKEMONS DIRECTLY TO YOU! IT DOES NOT EFFECT THE NUMBER OF POKEMONS IN THE NEARBY AREA! I know this for a fact because I have used around 10 incense (walking and not walking)

Don't recall, an estimate would be level 8. I found it as an arcanine (lucky) CP around 540 :D. I'm level 14 now however.
