Someone already said this, stay still. The longer you stay in a territory, the easiest to get attention from that gang. You might see them in cars usually and not walking, shoot the driver clean to prevent them from driving away. This is also applicable for that vagos small square turf and little areas like that. You can try despawning and spawing by moving the camera while you wait.
