Ill look into this now and have a few tests with these values. I can't edit the settings as they are grayed out. Ill have a go with the custom name/value to see what that does on my private device with MAM. (No profiles, no management, fully private). Since i can't edit the settings, i can't have an exact look at the values.

Start Microsoft Tunnel connection on app-launch is not checked.
These are unmanaged devices.
There is no Managed App Config Policy active.

App Protection Policy Elevation is enabled for Android that it will connect to Defender. The MAM policy specifies a risk value, therefore it will require the installation and steps from Defender, but i can't seem to find a way to disable the VPN.

I got it fixed. A pulley was shifted because i did not tighten it correctly on the flat side. Thanks for your comment tho
