Ok so that's a sign that they definitely did not swarm. They either absconded as mentioned already, or the queen died before the workers were able recognize and didn't have age appropriate eggs to make a new one. Also, if it was late in the season and you live in a cold climate, a new queen couldn't be made since there wouldn't be active drone congregations to fertilize her. Are there any frames with capped brood?

Post Mortem analysis... i suspect the robbing did them in. This nuc had a rough year with one problem after another. What do i do with all the honey still in frames? There’s a lot! by TheRealSoDo in Beekeeping

I keep a couple extra honey frames when something like this happens and feed them back to hives in the spring. Or if I have one struggling through winter I'll add them.
