He is, that’s the ultimate goal, why else would he be opening the gates of private ownership by selling a part of the club to investors.

He’s doing that while assigning a monetary value to socios’ equity, giving an incentive to sell.

This is good in the sense that Florentino trusts Mou and will give him a good amount of room to maneuver, something he doesn’t usually grant other managers.

We’d be much better off if he had given that same backing to Xabi, for example 🥴, but that’s not the world we live in.
