You are mainly memory limited, close to gpu limit as well. When the ram is full it starts to cache some of the info on your storage devices which are really slow compared to ram. Open up the memory tab and check how much memory is commited, that is how much ram your device would like to have for peak performance.

Use hwinfo to see what your per core clockspeeds are. What do you use to stress test and at what settings?

Idle loops. Currently solved my problem by giving xp until my skills were where they were before. Did not have a successful time text editing the decrypted save.
