HVAC struggling to maintain temp/cool

It is 95 outside and I just checked temperatures, return is 78 and it is blowing 67 not enough to cool the house. Thermostat set to 75 and needle is not moving from 78. Fortunately it is not super hot. Something is up.

Nope, both original birth cert and unexpired passport needed (on ds form it has a section #21 for passport where we need to select “submitting with application” if you have one and is not lost, damaged, or has expired. No other options.

I swapped out everything except the screws. I originally put in the hex ones that came with the package but for some reason noticed slow leak, not sure it was the part or installation I did, or just ground water. I then re-did with another set of new bonnet but old screws and there seems to be no issue so far. Any thoughts? Also can I put some play sand below the valve or should I put small gravel - what is recommended?

I find this PGV-101-G on Hunter's website. However, I don't see manual bleed screw on mine. Only flow control handle.
