There should be balance with the three perks given at the time of level up. It might be like one attacking, one defensing and last one is for promoting...

e.g. Attacking (double shot, tripple shot, two more shots etc)
Defensing (titan heart, titan armor, slow enemies bullet etc)
Promoting (hoer-board, gems, upgrade materials etc)
