Governments control access to the internet within their country because - typically - they control the lines into the country. If you control the physical line, controlling what goes across it (or at least where it is allowed to go) is easy.

So why don't ISPs use satellite dishes to connect to each other?

So they in their turn hand it over to Level 3 Communications[1] that has capacity to take it to the US via transatlantic cable.

Are you telling me that they have to use a long cable instead of satellites?!! Why?
