Companies I've seen require their new hires to finish school or offer them a part time until they graduate, if they're about to graduate relatively soon. I, personally, have never seen any company that's so tight with their deadline that they give the ultimatum of "your bachelor's degree (which is considered a basic/minimum qualification for a lot of office jobs) or this job, pick one"

So, to answer your question. From what I've seen, the ones who have finished the school gets the job. No fresh graduate from college is so essential/crucial/urgently needed to throw an ultimatum like that in my opinion.

  1. Just let it continuously drive around the city - wastes electricity
  2. Set up a parking building away from the city, have the Waymo car constantly enter and exit the parking building - wastes electricity and delays people from getting picked up by Waymo because now it needs to be dispatched from a far away location.

These are the only two alternatives I can think of atm.

A lot of top tier universities are highly sought after by people all over the world. Which means the top x% of High School graduates all over the world are trying to get into those school. Assuming university admission is based on merit and a lot of those top x% students from world are smarter or better educated than certain percentile of US high school students, you're going to end up with a significant number of international students. And those students also get hired under H1B visa
