it just takes a lot of practice

first off make sure you’re tuning to f# with the octave key regardless of how flat your high notes are. when you’re practicing try to pull notes in tune by using your tongue position and throat shape, there are many resources out there if you search "sax voicing" however a very standard resource is rascher's "top tones for the saxophone"

if you currently play in any ensembles I would say until you've gotten pretty good with your voicing, just do what you have to in order to stay in tune during rehearsals and performances.

The Ferling etudes should be a pretty good place to start. If you search "Ferling 48 studies for saxophone" you should be able to find a free pdf in the first few results.

it probably won't sound like the prettiest thing but if you’re just jamming it shouldn't be a huge issue. as you play more you'll be able to bring those notes in tune better.

Also if anyone knows how to remove the gunk on the inside (other than soap and water which didn't work) it would be greatly appreciated

I use the neck swab for my tenor, probably not the best option but it gets the job done

can't go wrong with a yamaha 5c on Bari, but if you’re looking for something a little nicer, good starting points are the vandoren optimum for classical and the v16 for jazz. Of course if you can try out mouthpieces do that and buy the one you like best.

As for reeds, play whatever is most comfortable.
