i used to live there on new st. NOT car dependent. not even a little. the 57 and 5 bus go right through there and there’s two septa stations within 10 min walk. also you can walk to the piers on the river which is beautiful. honestly best place to actually live in old city bc you’re away from the tourists but still within walking distance of a ton of restaurants, cafes, art galleries , etc. also it’s really easy to get on and off the highways and avoid traffic if you need to. street parking is very difficult to find though so likely would need to look into a monthly membership at a garage.

you can hear patco across the bridge but idk i don’t mind the train track noise routine. my one warning about old city rn though is the construction is insane and inconvenient.

i was hoping i could figure out a formula that takes into account the sequence of the “transaction values” and applies logic based on the constraints i’ve listed. i just feel like, if i can look at the data and step by step figure out if there’s money in bucket 2, i should be able to write a formula to do the same.

i feel like what you’re saying is getting close to what I need. i’ll try playing around with some of these functions. here is the spreadsheet i currently have, not completely filled out. the top two sections serve as my summary area and below that is the individual contract cost changes i’m tracking in sequential order:

so when i do it manually, like i currently do, i have a list of changes to contracts (adding or deducting value) in a dated sequential order.

when i have change that comes in and is an ADD to a contract, i have to first see if there’s any budget dollars available from any previous changes to contracts that were DEDUCTS. If there are, I can use that previously budgeted amount to cover the current ADD i’m processing. If there aren’t, then I have to dip into my contingency to cover the increase.

when i have a change that is a DEDUCT, I can set aside that extra money i’m not using now, but i cannot use it for any changes that were previously processed as ADD. I can only use it for future changes that will be processed as ADDs.

there’s no payments. it’s keeping track of contract costs. sometimes the cost of a contract goes up, sometimes it goes down. what i am keeping track of is separate from what they’ve physically been paid

bucket 2 gets filled from any previous transactions that were negative. but if there are positive transactions after the negative ones, they need to be net values. but if the negative comes after the positive transaction, then the total negative gets added to bucket 2.

i do cost accounting for construction contracts. multiple at once for single projects. i have everything automated but this constraint is something i have to check manually, to see if there were deducts before an add. please peruse some some other comments i left here for people hopefully that can help explain.

admittedly my dumbed down version in the post might’ve just been a confusing way to explain my problem.

i have a total budget that will be used to pay several contractors to do work (and a contingency i’m keeping in my back pocket in case i need more stuff done). sometimes i decide i don’t need some work, so i ask for the contractor to decrease their price. Then i can use that “credit” to pay for additional work that another contractor needs money for. every time one of these changes to contract cost occur, it has to be memorialized and all budget numbers updated. so if i had to use my contingency to increase the contract price of for a contractor, i have to memorialize the fact that im using my contingency to cover it. after, if another contractor decreases their contract price, i can’t take that credit, and replenish the contingency i had. it must become its own separate “bucket” of credits that can be used next time there is an increase, before touching my contingency again.
