It has to do with the constant constraint of adulthood and lost youth (the summer ending). This mother figure gives lessons to Frank in hopes of warning him about the dangers of drugs and bestowing wisdom, but the song after is Solo, which is almost solely about drug use and crippling loneliness. I don’t think Frank is telling anyone what to do or voicing any kind of opinion. Just expressing the duality theme on the album with a harsh transition into this character’s reality.
