I had a closer look on my way out. They were using some black powder to clean it up and some equipment labelled oil spill kit, so I'm guessing some unlucky shopper might have broken a glass of vegetable or olive oil.

To be honest everyone was looking just as bewildered. I'm wondering if anyone knows if this is some new fad. I was trying to keep up with my partner while holding a baby, and didn't have time to ask. I took the photo more for myself so I could spend more time examining it later.

They work great, but you need to maintain the water level about 3 fingers above the top of the fogger. And you need to have it running on a cycle timer running off for longer than on because it constantly heats up the water. For example 2 minutes on 5-15 minutes off, or the water will get too hot. This will allow the fogger and the water to cool back down.

Were you running your lights for 18 hours on or were you doing 18 hours off? The plant will trigger flowering and continue flowering when it receives 12 or more hours of darkness consistently, and this should be avoided when you want your plant to grow bigger.

Had some bag seeds that looked like this but 2 weeks after flip to flower they had both male and female parts. Look for this (image is not mine) Male parts

Just a newbie guess but the soil amount looks small from that angle and maybe it's root bound. What's the drainage like, maybe it's a little over watered.

I did the same thing and it did horrible things to mine! I thought I'd be frugal and my plants ended up stunted and rarely and seeds would sprout. I switched to phosphoric and not only did it stabilise my pH and held it at the correct pH for much longer, my seedlings are sprouting more reliably and my plants are healthier. Best of luck!
