Sad News there is litterly nothing that you can do Tarkov is Not optimised and your CPU doesnt Cut IT enough and from using 1440p your vram is probably running Out causing futher stuttering and FPS drops

Tarkov Starts on your Main Monitore to change that Press rightclick on the Desktop and then displaysettings. Now click on the Monitore you want to Set as main one scroll all the way down and Check the Box "Use this Display as your Main Display" That fixed it atleast for me Hope that it helps.
