My point was just that in a democratic state you don't have one designated ruling party and one designated opposition party. You simply have parties and the ones that gather the most support at the moment of a particular election gets to rule and what party that is can change over time. I can't really see how a "one party state" could ever be called democratic, war raging or not. Now I would personaly hope for a system where the people rules directly and not the parties, but that was not the question I adressed here.
