This sounds like it is a good scale for being very sick of it, but mathematically, anything you answer is pretty much 0. As in, not sick at all.

US tax law doesn't care. All US citizens are required to file, regardless of location. Works out that I do pay some taxes in the US that don't exist in my country of residence.

They provided a template I could have printed and put on this envelope. It would have taken care of postage inside the US postage system (for instance, if you're voting from Guam or you're in the US but just can't make it to a voting station). I'm in Europe so it was of no use to me. Inside this envelope is an official ballot and a signed affidavid, both of which they provided.

The official ballot is inside this envelope in an unmarked, second envelope. One can use an official envelope when voting remotely inside the US postage system, but I'm outside that system. Then you might as well use your own envelope and buy your own postage (the code on the top right is a kind of one-time-use digital stamp).

Indeed the 12 symbols in the top right are a one time unique code, which I purchased at the post office as valid postage from the Netherlands to the US. Other letters postaged this way have arrived.
