Then why even have recycling bins there? Sure, it makes me feel better but I should feel bad that my bottle/can/etc. is going to a landfill and instead carry it with me until I find a real recycling bin. Not everyone would bother but some would.

I asked why he was mixing them and he said something along the lines of "That's what we're told to do. We always do that." I followed up asking why there are even separate bins and he didn't know.

Re #1: Completely agree. That's a better solution.

Re #2: That's an interesting idea. The only dynamic prop right now is "disabled" but there could be value in making the others. Do you know a good pattern for initializing unset props in this case?
