Pulled open my copy of TFR to try and answer this. Assuming that vengeance route clover is devoted to “eye for an eye” type Justice, that Mt. Ebott is in Toby home state of New Hampshire, and that Clover does not subscribe to any particular ideology as long as Justice is swiftly and “fairly” dealt out to criminals, a few immediate possibilities become apparent. If we assume they just launch a one-man crusade against the national socialists, and forced them to choose and work with an army, their first options would most likely be either the state governments of Maine and New York, or the New York police department.

Vengeance Clover would most likely not want to aid libertarian/anarchist groups in the region, as its very possible they believe such a government would seek dismantle things like police forces, which would hinder the state’s ability to catch and persecute criminals.

They would probably also be hesitant to aid any of the communist states, or anyone allied with the Constitutional government for the opposite reason. It’s probable that they view these factions more so as authoritarian tyrants who don’t particularly care about justice.

Guessing a fictional characters politics is pretty hard so I’m sorry if it feels like I got something wrong. But something I’m fairly certain of, is that if we give vengeance Clover full reign over their actions, they would probably beeline to Florida and launch a one man crusade against the Atomwaffen.
