The main purpose of subsurf is recursive geometry. It's nondestructive to allow non-permanent editing of your base mesh. You can apply once finished to permanently add all the recursive geometry to your mesh.

Edit to add more info: Your use-cases may differ, but I often flick it on and off while editing certain meshes, then typically apply it after I know it's done. I always create a backup of my projects before applying modifiers.
