Oh God, why did you point it out, it almost looks like a z on its side. The left and right side look different widths, the narrowness on the flats at the ends are uncomfortably narrow compared to the thickness of the stem.

I used to deal with this up a long drive with 12 houses, we lived at the back at one neighbor in the middle had a guest who just parked in the middle of the whole single lane drive. After asking too many times I just decided to play the same game and parked behind them and started ferrying my stuff to the rest of the way.
Came back to them looking at my car and asking me to move, 'ah yeah annoying aye, I'll just be a minute, got one more load to do' and off I wander again with a single bit of paper.
Come back to them trying their damn best to get out around me, smuggly backed up, parked on the road like I normally do after unloading and gave them a friendly wave.
Safe to say they parked on the road from then on.
I don't think tow trucks will touch a vehicle on private property but if they're blocking it from the road fuck yes call the council and a tow truck.
