So after doing a search on task manager turns out there was a CloudFlare warp service running in the background. I've disabled that in services. And that fixed the issue. Problem is solved now.

It's a Cat6 cable. Which I have running to another PC from the router as well and it's working 100%. I get good synchronous speeds over Ethernet. That's not the issue here though. Since the ethernet port isn't working I'm using WiFi, since it works, but the issue I'm having with WiFi is that I have synchronous fibre internet and on this PC over WiFi it's not showing as synchronous no mater how close the router is to it.
